(Metro Atlanta) Project/Unit Description The Command, Control, and Communications Division (C3D) within the Sensors and Electromagnetic Applications Laboratory (SEAL) delivers world-class robust communications and fused data capabilities to the warfighterC3D focuses on the ideation, development, implementation, testing, and analysis of various technical challenges ranging from joint all-domain command and control warfighting concepts to the challenges posed by the increasing lethality of the modern contested, degraded environment of a near-peer adversaryJob Purpose The Research Program Manager directs and oversees a portfolio of research projects that includes internal and external sponsor and stakeholder engagementThe Research Program Manager is responsible both for the oversight of technical execution, schedule, and budget of assigned portfoliosSpecifically, the Research Program Manager develops the planning of programs and future projects through routine interactions with stakeholdersThe Research Program Manager develops trusted relationships with sponsors and also serves in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrustsKey Responsibilities--- Oversee technical government programs which are of relatively medium-to-high risk and medium-to-high complexity.--- Ensure that all required resources such as engineering expertise, manpower, production, computer infrastructure, facilities, etcare available for the program.--- Build multi-disciplinary teams across the organization.--- Plan, direct, and monitor program budgets and serve as primary sponsor contact for program information inquiries.--- Author and oversee delivery of project deliverables.--- Coordinate schedules, briefing materials, minutes and logistics associated with project meetings.--- Direct program growth by proposing new ideas to sponsors and marketing new technology or follow-on business opportunities.--- Understand and present GTRI core competencies and lab capabilities to external sponsors and stakeholders.--- Maintain an understanding of various sponsors interests in a given technical area.--- Coordinate with program development leads and GTRI support units on large proposals and training curriculum.--- Understand and present GTRI core competencies and lab capabilities to performance evaluation processes.--- Perform other duties as assignedRequired Minimum Qualifications--- Previous experience with advanced budget planning and oversight (preference given to those with program management experience).--- Experience managing government DoD programs and projects.--- Data Analysis.--- Exceptional leadership, time management, facilitation, and organizational skills--- C2 Operations and Joint Operations planning.--- Outstanding working knowledge of change management principles and performance evaluation processesPreferred Qualifications--- Active Secret Clearance.--- Previous experience in an advanced technical management role (preference is given to those with program management experience.)--- U.S Air Force Acquisitions Experience.--- Leading Integrated Product Teams (IPTs).--- Experience drafting Performance Work Statements (PWS), Quality Assurance Plans (QASP), Independent Government Cost Estimates (IGCE), Systems Requirements Document (SRD).--- Managing Contract Data Requirements Lists (CDRLs).--- Previous stakeholder management skills.--- Proven technical proposal writing experience.--- Executive Communications expertiseTravel Requirements 10% - 25%
